In a speech to the Montreal Chamber of Commerce, Bank of Canada Governor Gerald Bouey, expressed continued support for his high interest rate policy - a policy which is res- ponsible for the bank foreclo- sures against which the farmers are fighting. He said the current slowdown is one of the ‘un- avoidable’ price tags of fighting inflation. His advice to Cana- dians is to grit their teeth and lower tneir expections, Similarly, our Prime Minis- ter, during question period in the House made the following statement; ‘I don’t think the go- vernment of Canada or the Canadian nation can guaran- tee, to every Canadian...... that each of them can own a home’, Such balderdash; The back- bone of our private enterprise system is made up of people such as farmers, small business owners and operators, housing contractors and sub-contrac- tors: a basic section of Canada’s population which is slowly and painfully being destroyed - not by accident, but by the fact the powerful banking mnonopoly has taken over the direction of our economy. It is my opinion that we are now in the grip of what has been labelled Monetarism. THE WAR MACHINE It was the late President Eisenhower who popularized the term ‘the military-industrial complex’ which, in fact is a euphemism for the Arms Merchants. A complex which, over the years, has resulted in a massive build-up of the wea- pons of war - tanks, guns, all kinds of fighter planes and, most important - the. development and deployment of nuclear war- heads. Wars and threats of war are ever with us. The struggle of imperialist forces, particularly the United States, to regain lost ground against the developing forces for peace, democracy and progress, has generated a traffic in the tools of war hitherto unknown, Many coun- tries, inclundin some of the third world developing nations have been caught up in this arms traffic. But a major problem in the third world has been the Energy Crunch. As petroleum prices have escalated, so have their financial requirements. Conse- quently, they too have become victims of increased financial problems and the need to resort to Deficit Financing. How then, ts all this bus- Iness financed? THE MONEY LENDERS Banks are not in business to help anyone but themselves. They are the Worlds Largest Money Lenders, and it matters not whose money they use so long as the spread between the cost of their borrowing and the interest they charge provides them with a substantial margin of profit. Therefore, to finance the Arms Trade - the root cause of inflation on a world scale - to help pay for the increased cost of energy needs, government after government after gov- ernment has resorted to what has become almost a universal policy - Deficit Financing. Deficit Financing can be compared to the farmers and the home ownwers who have to finance a substantial portion of their business, or property, by means of a mortgage or bank loan. Budget director Da- vid Stockman and a number of private economists contend giant deficits threaten to create a credit shortage for private bu- sinesses because the gov- ernment’s borrowing needs are always met first. The result could be what happened earlier this year— soaring interest rates that even- tually choke off economic ac- tivity. It is obvious as demonstrat- ed by our Prime Minister, that he at least has abrogated his responsibility to the Canadian people, allowing banks full rein to pursue their disastrous poli- cy. To quote Russell Harrison. Chairman of the Canadian Bank of Commerce, ‘If banks are going tosurvive, the (profits) have to be what they are or we aren't going to be able to do the job’. Recent figures show that the bank made a 61% profit, more than double that of the previous year, It seems fairly obvious that the Canadian people are being held to ransom.
