There- fore, all who work for peace have hailed the United Nations decision to observe 1979 as the International Year of the Child as a call for the intensification of the peace movement’s work. For the child is the symbol of peace. The child — of every land — is the symbol of the struggle for saving the world from the holocaust of a new world conflagration, of the struggle for changing this world, so that all peoples shall be guaranteed peace, security, national independence, justice and social progress and an end to the horrors of poverty and hunger, to illiteracy, unemploy- ment and inflation, which are the daily lot of hundreds of millions today. The World Peace Council calls for all activities dedicated to these goals to be linked to the work of the International Year of the Child. The International Confe- rence of Intellectuals for Peace, held in Wroclaw (Poland) to mark the first Congress of Intellectuals held in 1948, call- ed on intellectuals the world over to devote their talents during the International Year of the Child to creative cooper- ation in special events round themes such as: the Child and Education; the Child and Science; the Child and Culture. The Conference set out the aims of intellectuals, which are - to assure the child the fullness of life through: education which must be guaranteed to the mil- lions who are today deprived of the light of knowledge. The Conference set the aim before the intellectuals of the world to use science to end the scourges afflicting millions of children today, the scourges of hunger and disease. Intellectuals, like all men and women of goodwill, seek to build a new life for everyone, in the first place for our children. Children represent _ life. Children represent peace. The World Peace Move- ment seeks to honour, during the Year of the Child, the children who have been the heroes of the many struggles for liberation in all parts of the world, We think of the children of Soweto, in South Africa, who rose up and sounded the clarion call for the final assault for liberation. We think of the children of Vietnam, who were the special targets of the U.S. aggressors and yet acted as messengers, couriers, guides to the forces of liberation in South Vietnam, under the leadership of the National Liberation Front. We think today of the children of so many lands who have courageously participated actively, together with their mothers and fathers, their uncles and aunts, in the struggle for defending the independence of their countries. We think of the children who participated in the maquis during the Second World War, in the fight against the Nazi hordes, Suomentanut VY. We think of the children of Angola, Mozambique, Guinea Bissau who fought, together with the liberation armies of their peoples, to win great vic- tories for peace. We remember the child heroes — to honour them during the Year of the Child. In every country the peace movements, in cooperation with all other organizations which support the struggle for our children, will organize meetings, seminars, confere- nces on Peace and the Child, the Rights of the Child and against the oppression and in- justice to which the child is still subjected in many parts of the world, In every one of the many events which will be organized during the next year, let the symbol of the Year of the Child be in the forefront. We must underline in all our campaigns for ending the arms race, against the NATO arms build- up that we need disarmament for our children. We must demand from every government to observe the Year of the Child by announcing new steps, new proposals for disarmament. In all our efforts for the establishment of a New Inter- national Economic Order, for economic development, for economic independence we must never forget that the greatest toll taken by hunger and poverty is among the children. How many of them can live beyond their first months or years? Infant mort- ality is a reality for hundreds of millions. ‘During the International Year-of the Child the peace movement will bring to the forefront of its campaign for human rights the rights of our children. In every country we shall call for the adoption of improved legal insimuments io protect the child. We shall maara rotkoja ja arohautoja j ja niiden ylapuolelle kohoavia mustia jatemalmirGykkidita ja kaivostorneja. Ensimmiaisten sateiden va- lottaessa lankesi maahan paksu valkea sumu. Tama Donetsin alueen sumu ei ollut ollenkaan sellaista kuin Poltavan ja Kie- vin arojen sumu. Oleg launch a vast campaign for the implementation of such instru- ments. Will it ever be possible for all children of the world to achieve the joy and happiness which are their birthright? Yes. We point with pride at the privileges enjoyed by children in the Soviet Union and the other socialist countries, where they alrady hold that high position which they must hold in all parts of the world. The fight for the rights of the child cannot be separated from the fight which every people wages for a new life. The fight for the rights of the child is an inextricable part of the struggle against imperialism, colonia- lism, neo-colonialism, against fascism and racism. The Year of the Child cannot be observed effectively, unless it is linked with the worldwide struggle for peace and national independen- Se. The imperialists, the makers of hunger, the oppressors of peoples would naturally wish that the Year of the Child is observed in some other way, as though the children of the world could come into their own through the supply of milk powder, through the charity of the rich. ‘ The World Peace Council will observe the International Year of the Child as a year dedicated to the intensification of the struggles of all peoples for peace and justice — for a new world.
